The Oversight Team of the deliberative democratic process in the City of Mostar (Bosnia and Herzegovina), supported by the Congress of Local and Regional Authorities of the Council of Europe, held its first meeting on 25 June 2021, two weeks ahead of the Mostar Citizens’ Assembly that will propose recommendations on the cleanliness and maintenance of public space in the city. Oversight Team members were informed of the state of preparation of the Assembly that will deliberate during four weekends in July 2021.
Composed of 20 representatives from the City Council of Mostar, the Office of the Mayor, civil and academic society, as well as members of the Congress of Local and Regional Authorities, the Oversight Team is part of the governance of the Mostar Citizens’ Assembly. It monitors its implementation and the respect of the standards and principles set for the deliberative process.
Congress members Stewart Dickson (United Kingdom, ILDG) and Joanne Louise Laban (United Kingdom, ECR), together with local partners, praised the openness of all stakeholders in Mostar to engage with citizens, and expressed satisfaction with the deliberative process, its inclusiveness for the choice of the topic and the random selection of the 48 citizens that will form the Assembly. They also agreed on internal decision-making and communication procedures.

This event is organised in the framework of the project “Building democratic participation in the City of Mostar” implemented by the Congress of Local and Regional Authorities within the Council of Europe Action Plan for Bosnia and Herzegovina 2018-2021. The aim of the project is to create opportunities for citizens to engage in a deliberative process and increase their contribution to local decision-making. In turn, this process will foster dialogue at local level and contribute to the revitalisation of democratic processes in the City of Mostar.
